Ruthless head of a major crime syndicate specializing in gunrunning, gambling, kidnapping, extortion, and murder; former U.S. Army soldier who started selling M16 rifles to the mafia and was near-fatally injured by a landmine during the first Gulf War; replaced by cybernetic limbs including a special right-arm which can convert into a gatling gun; unlike most villains, he has a lighthearted view on crime, always wisecracking and joking around while doing business (he believes that the good guys always win because they have a sense of humor, so he thinks he can “fight fire with fire” in a matter of speaking).
