      The eldest son of a wealthy and prominent spaceship tycoon, Cosmo Centuari was bored with his rich lifestyle and wanted some adventure traveling across the galaxy to visit far-off planets and attract hordes of women, so he joined the Intergalactic Patrol Academy in hopes to achieve those goals. But reality set up with him after graduation when he was assigned traffic duty in a desolate garbage-infested planet. Desperate, he conned his superiors to transfer into another precinct. Due to a slight glitch in the IP computer database servers in his precinct, Cosmo was inadvertently transferred to Asteroid Precinct 89A, an IP space station orbiting the non-interference planet Earth, where he joined a top-secret task force assigned to protect the planet against the illegal criminal activities of uber-mobster Dominus Destruciticus. There he immediately fell head-over-heels with a half-alien breed Earth-born officer named Ginger Hale (aka Galaxy Guardian Ginger). Cosmo was so attracted to her that he tags along with Ginger and her team in several of their dangerous mission. He even gone to great length by interfering and meddling on Ginger's civilian life as a high school student in Heavenly Springs, Canada and disguised himself as one of her classmates, leading up into some romantic mishaps and misunderstandings between the team members which proves to be distracting to their various missions.

      Despite being and adventuresome individual, Cosmo is a more like the resident laid-back and carefree type, and an occasional troublemaker. He only wanted to be a police officer just to hitch with the ladies. His charming good looks may be matched with his do-not-care attitude and cocky demeanor. He gets into arguments with fellow officer Soun-Ja Solaflare on issues raging from involving harmless relations with the opposite gender to disagreeing on serious combat tactics. But he also gets into heated quarrels mostly with Alanne Alpha, especially at times when Cosmo attempting to swoon Ginger, making Alanne somewhat jealous. He also has a reputation to get into troublesome situations by big-mouthing and trash-talking the wrong people, leaving him and/or his other comrades in harm‘s way. Despite his personality flaws, what keeps him from quitting the team is his "luck", quick wits and half-klutziness, which somehow saved the team from numerous perilous situations. Cosmo may be a pain in the posterior, but in the end he proved time and again he can be a valuable member of the team. His favorite hobby is dating girls. His favorite Earth food is sushi.

      Cosmo, to a lesser extent that Alanne Alpha, is a much less experienced officer than any member of the team, save Ginger herself. But his academy training in weapons and vehicle piloting makes up for it, sort of, for the lack of said experience. Cosmo is the heir to his father's space transportation empire, so he knows several contacts working for his father's company whenever his team needed some valuable information. Despite his laid back personality, Cosmo is a trained high school-caliber and professional (galactic) extreme sports athlete, though he is a quick learner in Earth counterparts, which is very useful in some undercover missions. As with all other officers in the Intergalactic Patrol, his standard equipment included jet-firing boots, a belt-buckle switch which activates a aura-like shield surrounding his body to help him survive the vacuum of space and underwater depths, and a left-wrist gauntlet which is equipped with a force field generator which protects him from projectile attacks, a GPS-style space locator holographic map projector, a two-way beacon with radio link to IP headquarters for request to transport additional personal weapons and equipment, and a flip-top computer keyboard/monitor. He is armed with a IP-issue plasma blaster with optional stun setting for non-lethal takedowns. He is a qualified land vehicle operator and is a professional hover bike rider.
