Gigi Matthews is Ginger Hale's high school classmate and best friend since childhood. Gigi first discovered Ginger having strange powers when she saved her from a speeding car on the nearby freeway. Since then Gigi kept Ginger's secret even towards their high school years. When Ginger was discovered by alien mobsters attempted to kidnap her, Gigi tries to move her away from the kidnapped, but soon overpowered by the mob. It was then when two officers from the Intergalactic Patrol, rookie Alanne Alpha and first year detective Dolly Delta , rescued the girls from certain doom, leading to the chain of events that forced Ginger to recruit to become an IP officer. Realizing her destiny, Ginger used this opportunity to become a super heroine and help her fellow citizens. She asked Gigi a big favor: redesign her newly christened IP uniform into some sort of disguise for their fellow students to not suspect Ginger's secret identity. Gigi, a very talented and gifted fashion designer, agreed; slightly modifying the leg tights and dyed the white bikini bottom blue, and gave Ginger a eye shield protecting her eyes when she uses her super-speed powers and concealed her identity. Gigi is the only person in school who knows Ginger's secret, and when duty calls for her classmate, she stalls and distracts the class in order for Ginger to sneak out school for a mission. Concerned about her safety, Gigi volunteered to Ginger's team on the weekends, without the permission and authorization of the Intergalactic Patrol, to become a part-time officer and help Ginger's team in their cases.

      Gigi is a upbeat young woman with a "can-do" spirit, but she is utterly concerned about Ginger's control of her powers and feared that either Ginger may overused them or that the alien mobsters would exploit her and use her as a weapon, which makes for Gigi's sometimes overbearing over-protectiveness. She and Ginger were as close as sisters they never have, and she will do everything to help Ginger control her powers and use them for mankind. Gigi hopes one day to be an aspiring actress and a famous fashion designer someday, but her main concern with Ginger and her undying friendship is her first priority. Her favorite hobbies are track and field and dressing up as super heroines at costume parties. Her favorite food is Orange Chicken (a Chinese delicacy).

      Although she has no prior IP training, Gigi is gifted at working behind the scenes with Ginger's team whenever they are on various cases, including supplying logistics and making disguise costumes for the team. She is a trained athlete and swimmer. She is given the same IP female officer uniform as with Dolly Delta and Son-ja Solafaire which comes with standard equipment as jet boots, force shield belt buckle activator and left-hand gauntlet with radio communications, space locator map and defensive shield. Since she has no prior weapons training she is issued an IP-issue stun blaster pistol which is reserved for rookie officers. She is schooled in arts, crafts and fashion, making her an asset when it comes for creating various types of costumes and disguises.
